Key steps

How to apply — 4 steps

Applications may be submitted by individuals, legal entities and sole proprietors who own the technology or project or hold it on another legal basis.

1

Download the Guide and the passport form

The Guide sets out the application procedure, the assessment criteria and the technology or project passport form (Annex 1).

2

Prepare the document package

An application letter, presentation materials, a completed passport and documents confirming the environmental effect.

See the full list of documents ↓

3

Send the package to the Center’s official e-mail

Address: info@igtipc.org

Subject: Application for inclusion in the Registry — [name of the technology or project]

4

Wait for the Commission’s decision

A decision is made no later than 30 working days after the complete package is received. If the decision is positive, the technology or project is included in the Registry within 3 working days after the Commission’s minutes are drawn up.

Required documents

1. Application letter in free form

Name of the applicant, name of the technology or project, a request to consider inclusion in the Registry, contact details.

2. Presentation materials

Purpose, operating principle, scope of application, current stage of implementation, expected or achieved environmental results.

3. Technology or project passport — using the form in Annex 1 to the Guide

The passport must include:

  • information on the applicant and the contact person
  • name, objectives and technical description
  • the amount of financing and the intention to attract green finance
  • documents supporting the calculations
  • project manager and responsible person
  • information on the investor, if any
  • place and timing of implementation, current status
  • input data and calculations against the Guide’s criteria
  • the expected economic effect in figures

4. Other documents, if any

They confirm the stated characteristics and environmental effect. The set depends on the area and applicable criteria:

  • technical and design documentation, process diagrams, material and energy balances
  • results of research, measurements, tests and monitoring
  • laboratory test reports, certificates, safety data sheets
  • expert opinions, documents on independent assessment (verification)
  • other materials on compliance with the criteria of the Guide or the Taxonomy

Important to know

The environmental effect must be substantiated with input data, calculations and supporting documents. If a criterion requires comparison with a baseline scenario, show the indicators before and after implementation or against a justified analogue.

If the effect cannot be expressed as a percentage, attach a justification and objective evidence: research, monitoring, measurements, tests, expert opinions.

Documents must be legible, complete and consistent with each other.

How the application is reviewed

The Center checks the completeness of the documents, the passport, the correctness of calculations and compliance with the criteria. The Commission then takes one of three decisions. The time the applicant takes to provide additional information is not included in the 30 working days.

Include in the Registry

The entry appears within 3 working days after the Commission’s minutes

Return for revision

Incomplete package, inaccurate information, calculation errors, no supporting evidence

Refuse inclusion

Non-compliance with requirements, false information or more than three resubmissions without corrections

Term in the Registry and reassessment

  • A technology or project stays in the Registry for 3 years from the date of inclusion.
  • To extend the term, the applicant submits up-to-date environmental indicators and actual results; the term is extended by decision of the Commission.
  • Early reassessment is possible if legislation or the characteristics of the solution change, or new data on its impact emerge.
  • Exclusion — if implementation stops, at the applicant’s request, if confirmations are not provided or the criteria are not met.
